Broadband Fair Usage Policy

Introduction

The Horizon Telecom Ltd Fair Usage Policy is designed to ensure customers experience the best on demand, quick and reliable internet service possible. This Policy, including its customer use restrictions, is in addition to the restrictions contained in the Horizon Telecom Ltd Terms and Conditions.

Due to the shared nature of broadband connectivity, the actions of Horizon Telecom customers affect the connectivity and performance of others utilising the service. While Horizon Telecom makes significant efforts to ensure that all customers receive acceptable bandwidth availability, there is the possibility that neighbouring customers may capitalise on the available bandwidth. To limit this possibility, this Fair Usage Policy has been introduced.


The purpose of a Fair Usage Policy

It is important to understand that without any Fair Usage Policy it is not un-usual for ISP’s to have 5% of their customer base utilising in excess of 50% of the available capacity. This has an ongoing detrimental effect on the remaining 95% of the customers who are using their broadband connection within acceptable limits.

Employing a fair usage policy ensures that end user experience is at its best at all times and allows Horizon Telecom Ltd to remain competitive with prices to our customers. As a provider that distinguishes itself on quality connectivity for use with convergent applications such as voice over IP, we are not prepared to compromise the service for a relatively small proportion of the client base and as a result of this policy the majority of our customers will benefit from faster speeds and an improved service level.

It is commercially impossible to offer a truly “Unlimited” broadband service due to the way raw wholesale services are sold by organisations such as BT Wholesale.
